SUBJECT: BONUS ALLOCATION FOR SOFTWOOD LUMBER FROM CANADA
PLEASE PASS TO BROKERS, IMPORTERS AND ALL OTHER INTERESTED PARTIES
BACKGROUND: ARTICLE III OF THE SOFTWOOD LUMBER AGREEMENT (SLA)
PROVIDES FOR "BONUS" ALLOCATIONS OF FEE-FREE SOFTWOOD LUMBER EXPORTS
FROM CANADA FOR EACH CALENDAR QUARTER THAT THE AVERAGE PRICE PER
THOUSAND BOARD FEET EXCEEDS A TRIGGER PRICE. WHEN THE EXPORTED
PRODUCT IS IN EXCESS OF 14.7 BILLION BOARD FEET, AND THE AVERAGE
PRICE EXCEEDS THE PRESCRIBED TRIGGER PRICE, PERMIT TYPE CODE "D" IS
USED FOR "BONUS" ALLOCATIONS OF FEE-FREE SOFTWOOD LUMBER.
THE OFFICE OF THE U.S. TRADE REPRESENTATIVE HAS INFORMED CUSTOMS
THAT AS OF OCTOBER 1, 1999, 92 MILLION BOARD FEET OF SOFTWOOD LUMBER
QUALIFY UNDER THIS PROVISION AS "BONUS" CATEGORY D. THIS LUMBER MAY
BE IMPORTED FEE-FREE FOR A YEAR BEGINNING ON OCTOBER 1, 1999.
ACTION: EFFECTIVE OCTOBER 1, 1999, WITH OCTOBER-DECEMBER COUNTING AS
THE FIRST QUARTER OF THE YEAR, AND FOR THE NEXT THREE QUARTERS, AN
ADDITIONAL 92 MILLION BOARD FEET, WITH CATEGORY D PERMITS, MAY BE
ACCEPTED FOR SHIPMENTS OF SOFTWOOD LUMBER SUBJECT TO THE U.S./CANADA
SOFTWOOD LUMBER AGREEMENT.
