THE COMMERCIAL TELECOMMUNICATIONS SERVICE TO THE AUTOMATED
COMMERCIAL SYSTEM, ACS, HAS EXPERIENCED INTERMITTENT COMMUNICATIONS
INTERRUPTIONS RECENTLY. MANY FILERS WHO USE THE "DIAL-UP" METHOD
TO TRANSMIT AND RECEIVED ABI DATA HAVE ENCOUNTERED SITUATIONS WHERE
THEY WERE UNABLE TO CONNECT TO THE MAINFRAME, RECEIVED A BUSY SIGNAL,
OR SUFFERED A LINE-DROP DURING TRANSMISSION OF DATA.
