SUBJECT: TRINIDAD AND TOBAGO ELIGIBLE FOR THE CARIBBEAN BASIN TRADE
PARTNERSHIP ACT (CBTPA) FOR NON-TEXTILE PRODUCTS
THE TRADE AND DEVELOPMENT ACT OF 2000 ("THE ACT"), WAS SIGNED INTO LAW
ON MAY 18, 2000. TITLE II OF THE ACT, WHICH AMENDS THE CARIBBEAN
BASIN ECONOMIC RECOVERY ACT (CBERA), AUTHORIZED THE EXPANSION OF THE
BENEFITS TO DESIGNATED COUNTRIES IN THE CARIBBEAN BASIN AND IS
REFERRED TO IN THE ACT AS THE "CARIBBEAN BASIN TRADE PARTNERSHIP ACT
(CBTPA)". IN ADDITION TO TEXTILE AND APPAREL PRODUCTS, CBTPA PROVIDES
FOR THE ENTRY OF NON-TEXTILE ARTICLES FREE OF DUTY.
IN PROCLAMATION 7351 OF OCTOBER 2, 2000, THE PRESIDENT DELEGATED TO
THE UNITED STATES TRADE REPRESENTATIVE (USTR) THE AUTHORITY TO
DETERMINE WHETHER THE DESIGNATED CBTPA BENEFICIARY COUNTRIES HAVE
IMPLEMENTED AND FOLLOW, OR ARE MAKING SUBSTANTIAL PROGRESS TOWARD
IMPLEMENTING AND FOLLOWING, THE CUSTOMS PROCEDURES REQUIRED BY THE
CBTPA. ADDITIONALLY, THE PRESIDENT DIRECTED THE USTR TO ANNOUNCE
SUCH DETERMINATIONS IN THE FEDERAL REGISTER AND TO IMPLEMENT THEM
THROUGH MODIFICATIONS OF THE HARMONIZED TARIFF SCHEDULE OF THE UNITED
STATES (HTSUS).
BASED ON INFORMATION AND COMMITMENTS PROVIDED BY THE GOVERNMENT OF
TRINIDAD AND TOBAGO, THE USTR HAS DETERMINED THAT TRINIDAD AND TOBAGO
IS MAKING SUBSTANTIAL PROGRESS TOWARD IMPLEMENTING AND FOLLOWING THE
CUSTOMS PROCEDURES WITHIN THE PURVIEW OF THE CBTPA.
THEREFORE, PER THE FEBRUARY 12, 2001 FEDERAL REGISTER NOTICE (66 FR
9888), CLAIMS FOR PREFERENTIAL TARIFF TREATMENT UNDER THE CBTPA FOR
NON-TEXTILE MERCHANDISE FROM TRINIDAD AND TOBAGO, ENTERED, OR
WITHDRAWN FROM WAREHOUSE FOR CONSUMPTION, ON OR AFTER FEBRUARY 6,
2001 WILL BE ACCEPTED.

SHOULD BE REFERRED TO THEIR LOCAL CUSTOMS PORT. THE CUSTOMS PORT
