PREPROCESSING PROTOTYPE
THE QUOTA ENFORCEMENT AND ADMINISTRATION BRANCH HAS EXPANDED THE QUOTA
PREPROCESSING PROGRAM (QPP) TO ALLOW ADDITIONAL PORTS OF ENTRY THE
AUTHORITY TO OPERATE UNDER THE EXISTING PROTOTYPE. THIS EXPANSION WILL
BE EFFECTIVE JANUARY 1, 2002 AND IS SCEDULED TO EXPIRE DECEMBER 21,
2002. IT IS ANTICIPATED HAT THE PROGRAM WILL BE ELEVATED FROM A
PROTOTYPE TO AN OFFICIAL PROCEDURE ON JANUARY 1, 2003.

IN ORDER TO PARTICIPATE IN THE QPP, THE IMPORTER IS REQUIRED TO FILE AN
APPLICATION TO THE PROGRAM COORDINATORS AT EACH PORT THE APPLICANT INTE
INTENDS TO SUBMIT QUOTA ENTRIES FOR PROCESSING. THE APPLICATIONS CAN
CAN BE A LETTER ON THE IMPORTER'S COMPANY STATIONARY, AND MUST INCLUDE
THE FOLLOWING INFORMATION.
1. THE SPECIFIC PORT OR PORTS, INCLUDED UNDER THE PROTOTYPE, WHERE THE
ENTRIES OF QUALIFYING QUOTA MERCHANDISE WILL BE FILED.
2. THE IMPORTER OF RECORD NUMBERS, INCLUDING SUFFIXES, AND A STATEMENT
OF THE IMPORTERS/FILERS ELECTRONIC FILING CAPABILITIES.
3. THE NAMES AND ADDRESSES OF ANY ENTRY FILERS, INCLUDING CUSTOMS
BROKERS, THAT WILL BE ELECTRONICALLY FILING ENTRIES AT EACH PORT
UNDER PROTOTYPE ON THE BEHALF OF THE IMPORTER.
4. THE TOTAL NUMBER OF CONSUMPTION ENTRIES FILED AT EACH OF THE
PROTOTYPE PORTS, DURING THE PRECEDING 12 MONTH PERIOD, AND THE
ESTIMATED NUMBER OF ENTRIES, ELIGIBLE UNDER THE QPP, THAT
EXPECTED TO BE FILED AT EACH PROTOTYPE PORTS, THROUGH THE OF
EXPIRATION OF THE PROTOTYPE.
THE CUSTOMS PORT WILL PROVIDE A WRITTEN NOTIFICATION OF THE APPROVAL OR
DENIAL TO PARTICIPATE IN THE QPP.
PLEASE ENSURE THAT THIS NOTICE IS PASSED TO ALL PORT DIRECTORS,
ASSISTANT PORT DIRECTORS (TRADE), OMPORT SPECIALIST, INSPECTORS, ENTRY
SPECIALISTS AND OTHER INTERESTED PARTIES SUCH AS BROKERS AND IMPORTERS.
