BEGINNING WEDNESDAY MORNING, OCTOBER 22, AT APPROXIMATELY 0600 EASTERN
DAYLIGHT TIME, THROUGH UNTIL THURSDAY EVENING, OCTOBER 23, AT
APPROXIMATELY 1700 EASTERN DAYLIGHT TIME, THE AUTOMATED COMMERCIAL
SYSTEM (ACS) EXPERIENCED A PROBLEM WHEREIN MANY ABI ENTRY FILERS
RECEIVED CARGO RELEASE PROCESSING RESULTS MESSAGES (APPLICATION RR)
INFORMING THEM THAT ALL THREE OF THE POSSIBLE MANIFEST HOLD TYPES
HAD BEEN APPLIED TO AN ENTRY. IF AN ENTRY WAS AFFECTED BY THIS
PROBLEM THE FILER RECEIVED ALL OF THE FOLLOWING THREE MESSAGES AT
THE SAME TIME:

"MANIFEST HOLD CUSTOMS" (R5 RECORD DISPOSITION ACTION CODE = 51)
"MANIFEST HOLD AGRICULTURE" (R5 RECORD DISPOSITION ACTION CODE = 52)
"MANIFEST HOLD OTHER AGENCY" (R5 RECORD DISPOSITION ACTION CODE = 53)

IN MOST CASES THE FILER WAS NEVER NOTIFIED THAT THE ENTRY HAD BEEN
RELEASED, NOR GIVEN A RELEASE DATE. IN OTHER CASES, WHETHER AT THE
SAME TIME OR SUBSEQUENT TO THE HOLD NOTIFICATIONS, THE FILER WAS
NOTIFIED THAT THE ENTRY WAS RELEASED AND WAS GIVEN A RELEASE DATE
EVEN THOUGH NO NOTIFICATION WAS PROVIDED THAT THE MANIFEST HOLDS
HAD BEEN REMOVED.

ENTRIES FITTING THIS SCENARIO FOR WHICH A RELEASE NOTIFICATION WAS
ISSUED TO THE FILER WERE PROPERLY CONCLUDED AND NO FURTHER PROCESSING
WILL OCCUR RELATED TO THE MANIFEST HOLDS. CARRIERS WERE NOT NOTIFIED
ABOUT THE HOLDS AND IT IS LIKELY THAT HOLD REMOVAL NOTIFICATIONS
WILL NOT BE RETURNED TO THE FILERS OF THESE ENTRIES.

ENTRIES FITTING THIS SCENARIO FOR WHICH NO RELEASE NOTIFICATION WAS
ISSUED TO THE FILER WERE NOT PROPERLY CONCLUDED AND MUST BE FURTHER
PROCESSED TO REMOVE THE MANIFEST HOLDS. LOCAL PORT CBP PERSONNEL
WERE PROVIDED LISTS OF THESE ENTRIES AND WILL MANUALLY PROCESS THE
REMOVALS, FOLLOWING WHICH HOLD REMOVAL AND RELEASE NOTIFICATION
MESSAGES WILL BE SENT TO THE ABI ENTRY FILER. IF, IN ONE WEEK'S TIME,
YOU HAVE NOT RECEIVED THE HOLD REMOVAL AND RELEASE MESSAGES FOR AN
ENTRY, YOU SHOULD CALL THE LOCAL PORT AND PROVIDE THEM THE ENTRY
NUMBER.
