SUBJCET: USTR ADVISES CBP THAT THE CANADIAN LUMBER EXPORT PERMIT
REQUIREMENT IS EFFECTIVE 10/12/2006.

USTR NOTIFIED CBP AT 11:00 AM ON 10/12/2006 THAT THE CANADA LUMBER
EXPORT LICENSE REQUIREMENT BECAME EFFECTIVE WITH THE DUTY COMPUTATION
DATE OF 10/12/2006.

ADMINISTRATIVE MESSAGE 06-1119 PROVIDES THE TRADE WITH THE SYSTEM RULES
ASSOCIATED WITH THE CA LUMBER EXPORT PERMIT REQUIREMENT.

THE TARIFF NUMBERS ASSOCIATED WITH THE CA LUMBER EXPORT PERMIT NUMBER
REQUIREMENT WILL HAVE A PERMIT INDICATOR OF '11'.

CBP IS WORKING TO ADD THE PERMIT INDICATOR OF '11' TO THE REQUIRED
TARIFF NUMBERS. THE ADDING OF THE PERMIT INDICATORS SHOULD BE COMPLETED
BY 10/13/2006.

ARTICLE XXI OF THE CANADA AND UNITED STATES LUMBER AGREEMENT CONTAINS
THE DEFINITION OF THE TWO NEW COUNTRY CODE BREAK OUTS FOR BRITISH
COLUMBIA INVOLVING THE COASTAL AND INTERIOR AREAS. THE COUNTRY CODE
FILE HAS BEEN UPDATED WITH THE NEW ISO CODES (XD - COASTAL REGION,
XE - INTERIOR REGION).

CBP REGRETS ANY INCONVENIENCE TO THE TRADE THAT THIS LACK OF ADVANCE
NOTICE MAY HAVE CAUSED. ALL COMPLAINTS REGARDING THE LACK OF ADVANCE
NOTICE SHOULD BE DIRECTED TO USTR.
