SOFTWOOD LUMBER DATA ELEMENTS
THE FARM BILL OF 2008 REQUIRES THE TRADE TO SUBMIT THE FOLLOWING ADDITIONAL TRADE ELEMENTS ASSOCIATED WITH SOFTWOOD PRODUCTS THAT ARE INDICATED IN SECTION 804 OF THE FARM BILL:
1) EXPORT PRICE
2) EXPORT CHARGES
3) IMPORTER DECLARATION INDICATOR
THE ENTRY SUMMARY (EI) RECORD IDENTIFIER 52 RECORD WILL BE MODIFIED TO ACCEPT THE FOLLOWING NEW DATA ELEMENTS IN THE FOLLOWING MANNER:

SECTION 802 AND 803 OF THE FARM BILL DEFINES THE DEFINITIONS OF THE SOFTWOOD LUMBER EXPORT PRICE, SOFTWOOD LUMBER EXPORT CHARGES AND IMPORTER DECLARATION THAT THE IMPORTER IS REQUIRED TO SUBMIT FOR SOFTWOOD LUMBER PRODUCTS.
SOFTWOOD LUMBER TARIFF NUMBERS THAT ARE SUBJECT TO THE REPORTING OF THE ABOVE DATA ELEMENTS HAVE A PERMIT INDICATOR OF ‘11’ ON THE TARIFF RECORD. THE HARMONIZED REFERENCE FILE RECORD IDENTIFIER ‘V2’, MISCELLANEOUS PERMIT INDICATOR FIELD (POSITIONS 75 – 76) AND THE HARMONIZED QUERY TRANSACTION RECORD IDENTIFIER ‘W2’ MISCELLANEOUS PERMIT INDICATOR FIELD (POSITIONS 75 – 76) WILL DISPLAY THE PERMIT INDICATOR 11
THE ABOVE DATA ELEMENTS ARE REQUIRED FOR THE FOLLOWING ENTRY TYPES:
CONSUMPTION ENTRY TYPES: ‘01’, ‘02’, ‘03’, ‘07’
FOREIGN TRADE ZONE: ‘06’
WAREHOUSE ENTRY TYPES: ‘21’, ‘22’
WAREHOUSE WITHDRAWAL ENTRY TYPES: ‘31’, ’32, ‘34’, ‘38’
TEMPORARY IMPORTATION BOND: ‘23’
THE ABOVE DATA ELEMENTS SHOULD BE REPORTED IN THE FOLLOWING MANNER:
1)EXPORT PRICE - TO REPORT THE EXPORT PRICE, THE FILER WILL ENTER THE NUMERIC ‘01’ IN THE OTHER DATA INDICATOR 1 FIELD (POSITIONS 39-40). THE NUMERIC ’01 INDICATES THAT THE DATA ENTERED IN THE OTHER DATA ELEMENT 1 FIELD WILL REPRESENT THE SOFTWOOD LUMBER EXPORT PRICE.
2)SOFTWOOD LUMBER IMPORTER DECLARATION AND THE SOFTWOOD LUMBER CHARGES – TO REPORT THE SOFTWOOD LUMBER IMPORTER DECLARATION AND THE SOFTWOOD LUMBER CHARGES, THE FILER WILL ENTER THE NUMERIC ‘01’ IN THE OTHER DATA INDICATOR 2 FIELD (POSITIONS 50-51). THE NUMERIC ‘01’ INDICATES THAT THE OTHER DATA ELEMENT 2 FIELD WILL REPRESENT THE INFORMATION ASSOCIATED WITH THE IMPORTER DECLARATION AND THE EXPORT CHARGES. THE FILER WILL ENTER ‘Y’ IN POSITION 52 AND ENTER THE EXPORT CHARGES IN POSITIONS 53–63.
THE FOLLOWING IS AN EXAMPLE WHERE THE IMPORTER IS MAKING A SOFTWOOD LUMBER DECLARATION AND REPORTING EXPORT CHARGES OF $5100.
THE FILER WILL ENTER ‘01’ IN THE OTHER DATA INDICATOR 2 FIELD (POSITIONS 50-51)AND ENTER ‘Y00000005100’ IN THE OTHER DATA ELEMENT 2 FIELD (Y IN POSITION 52 REPRESENTS THE IMPORTER DECLAARTIION AND POSITIONS 53-63 REPRESENT THE EXPORT CHARGE).
3)THE SOFTWOOD LUMBER EXPORT PRICE (OTHER DATA ELEMENT 1) SHOULD BE PRINTED ON THE 7501 BELOW THE TARIFF NUMBER. THE SOFTWOOD LUMBER IMPORTER DECLARATION AND THE SOFTWOOD LUMBER EXPORT CHARGES (OTHER DATA ELEMENT 2) SHOULD BE PRINTED NEXT TO THE SOFTWOOD LUMBER EXPORT PRICE.
SYSTEM CHANGES TO ALLOW THE TRADE TO TRANSMIT THE SOFTWOOD LUMBER DATA ELEMENTS AND THE FIRST SALE INDICATOR HAVE NOT BEEN COMPLETED BY CBP. THE TRADE WILL BE NOTIFIED IN A FUTURE MESSAGE WHEN THE SYSTEM CHANGES ARE COMPLETED.
