CSMS Message: 08-000290

Per CSMS message 08-000123, this serves as notification of updates to the draft ABI and AMS transactions sets for the submission of Importer Security Filings posted on the CBP web site:
http://www.cbp.gov/xp/cgov/trade/automated/automated_systems/sf_transaction_sets/.
The updated transaction sets are partially a response to input received through the Security_Filing_Technical mailbox and a result of internal reviews of the transaction sets. The following list provides additional detail on the updates:

1. Changed the requirement of the Mode of Transportation field (SF10) from Mandatory to Optional. Applies to Unified Entry, Unified Entry Summary, Unified FTZ, CATAIR Stand-alone ISF, CAMIR Stand-alone ISF.

2. Updated the description of the Mode of Transportation field (SF10) such that the default value is "10", Ocean vessel non-containerized. Applies to Unified Entry, Unified Entry Summary, Unified FTZ, CATAIR Stand-alone ISF, CAMIR Stand-alone ISF.

3. Updated the SF30 record Note 2 to expand the use of DUNS Numbers to other parties, except Importer of Record, Consignee, and FTZ Applicant. Applies to Unified Entry, Unified Entry Summary, Unified FTZ, CATAIR Stand-alone ISF, CAMIR Stand-alone ISF.

4. Added a Note to the SF90 description explaining the difference between record-/field-level SF90 records and message-level SF90 records. Applies to Unified Entry, Unified Entry Summary, Unified FTZ, CATAIR Stand-alone ISF, CAMIR Stand-alone ISF.

5. Corrected the SN examples in the CAMIR Stand-alone ISF to include the CAMIR Application Control records, i.e. ACR and ZCR.

6. Modified the SF36 record by changing the Country Sub Entity Code from 9 positions to 3 positions and adding a 6 position Filler field. Applies to Unified Entry, Unified Entry Summary, Unified FTZ, CATAIR Stand-alone ISF, CAMIR Stand-alone ISF.

7. Corrected the Control Identifier Description for the SF15 record.

8. Removed references to MID on pages ISF-3 and ISF-20 of the CATAIR Stand-alone ISF and CAMIR Stand-alone ISF.

9. Modified the “Manufacturer/Supplier Code” in the SF30 record from Mandatory(“M”) to Conditional (“C”). Applies to Unified Entry, Unified Entry Summary, Unified FTZ.
