SUBJECT: Guidance: Suspension of Bolivia's ATPA and ATPDEA benefits

Presidential Proclamation 8323, released in the Federal Register on November 28, 2008 (73 FR 72677), suspends the designation of Bolivia as a beneficiary country for purposes of the Andean Trade Preference Act (ATPA) and the Andean Trade Promotion and Drug Eradication Act (ATPDEA). The removal of Bolivia's preferences under ATPA and ATPDEA is effective December 15, 2008. Separate instructions will be sent to address any textile-specific aspects of Bolivia's suspension.

Copies of this memorandum should be made available to Port Directors, Assistant Port Directors, Supervisory Import Specialists, Import Specialists, Importers, Brokers and other interested parties.
