Title:Changes to SF30 record within Entry Summary

This notice should serve as a correction and clarification in the Record Identifier SF30 within the Implementation Guide for the 10+2 unified Entry Summary chapter of the ABI CATAIR.

Note 2 of the SF30 record incorrectly includes ‘CM’ (CBP Manufacturers Identification Number – MID) as a Valid Entity Identifier Qualifier.

MID is not a valid substitute for providing the manufacturer's name and address within Importer Security Filings (ISF). This code will be removed from the list of possible Valid Entity Identifier Qualifiers. ISF transactions will be rejected either for providing this code in positions 43-45 or for providing a MID in positions 46-65 of a SF30 record.

Furthermore, positions 66-80 of the SF30 record DO ALLOW for a MID to be transmitted in the unified Entry Summary transmission. The sole purpose of this field is to link the manufacturer reported in the SF30-SF36 loop to the related commodity lines (tariff/country of origin info) above in the actual entry/entry summary data in order to satisfy the "line item" requirement in the 10+2 rule.
