Title:ACE e-Manifest Portal changes as a result of Western Hemisphere Travel Initiative (WHTI)

To All Truck Carriers and Truck e-Manifest Filers

As a result of the Western Hemisphere Travel Iniative (WHTI) Final Rule, as of June 1, 2009, the following travel document records will no longer be acceptable as a sole declaration of a travel document:
• Birth Certificate Number
• Citizenship Card Number
• Certificate of Naturalization
• Other Document Number

As of June 1, 2009, the following documents, currently accepted in ACE, will be WHTI approved travel documents:
• Passport Number
• U.S. Visa Number
• Laser Visa Number
• Permanent Resident Card Number
• Re-Entry Permit Number
• Refugee Permit Number

Upon the deployment of an anticipated enhancement to ACE, currently scheduled for April 11, 2009, the following changes will be apparent in the ACE Portal:

I. Change to the naming convention for the following existing travel documents:
• “Re-Entry Permit” will be changed to “DHS Re-Entry Permit”
• “Refugee Permit Number” will be changed to “DHS Refugee Travel Document Number”
• “U.S. Visa Number” will be changed to two separate documents: the “U.S. VISA Immigrant Number” and the “U.S. VISA Non-Immigrant Number”
• The “Permanent Resident Document Number” will be separated into the “A1-US Alien Registration Card Number,” “A-2- U.S. Alien Registration Card Number,” the “C1-Permanent Resident Card Number (1998-2003),” and the “C2-Permanent Resident Card Number.”

II. Addition of six new WHTI approved travel document types:
• Enhanced Driver's License (EDL)
• NEXUS Card
• U.S. Passport Card
• SENTRI Card
• U.S. Merchant Mariner Document
• Native American Indian/INAC

Please be aware that as of the anticipated start date of April 11, ACE will start issuing warning messages alerting anyone who is not supplying a WHTI approved travel document in their truck e-Manifet. Any e-Manifests filed without the appropriate WHTI approved documents will not be rejected until June 1, 2009, when the WHTI final rule becomes effective.

CBP strongly recommends that carriers begin an immediate review of their driver records to confirm that the mandatory data element of “Citizenship/Nationality” is stored in each driver record.
