Title:Carrier Code Reporting by Trade
Date:2009-03-27

ABI filers may not be aware of a potential problem when the 'bill of lading update' application in ABI is used. If the original entry release transaction omits the carrier code from the input and the input is accepted by ABI, any future bill of lading update will be rejected with the message 8WD: MOT NOT ORIG SEA/AIR/RAIL/TRUCK.

ABI filers can avoid this error if they insure that entry transactions for air, ocean, rail, or truck modes of transportation transmitted to CBP (entry summary certified for cargo, cargo release input, or border cargo release transactions) contain a valid four-character standard alpha carrier code (SCAC, or a valid IATA airline code)in the appropriate input record. ABI will normally reject the input when the carrier code element is omitted, but this is not a universal edit; thus, it is possible for the filer to transmit one or more of the above applications without a carrier code and have that transaction accepted by ABI. In such a case, a future bill of lading update transaction sent to ABI, regardless of the element(s) being corrected, will be rejected with the above error message.

Questions regarding this message should be directed to the filer's ABI software vendor or to its assigned ABI client representative.
