CBP is publishing this Stow Plan submission guidance to:

1. confirm CBP required data elements for the stow plan,
2. re-affirm currently acceptable submission formats,
3. describe additional data CBP would prefer carriers to provide,
4. decribe the data required for CBP to route messages back to carriers that use third party communications systems to submit stow plans, and
5. again confirm that anticipated ACE edits will reject any stow plan that does not have all the mandatory elements.

CBP system edits enforcing adherence to the data requirements described in the guidance document will become effective upon production deployment of the ACE Multi Modal Manifest application commonly referred to as M1.
