Title:CATAIR QP Chapter Changes

CBP is aware that there are some discrepancies between CATAIR QP chapter and actual programming in regard to FTZ and warehouse withdrawals

According to the QP20 record, if the FTZ or warehouse withdrawal flag is set in the QP 10 record, the vessel country code and estimated date of arrival are not required. The vessel code (Lloyds code) is optional and should not be used for FTZ and Warehouse withdrawals. However, if these elements are not provided the following errors occur causing a reject of the transaction:

9501011 INVALID VESSEL COUNTRY CODE

9501050 INVALID ESTIMATED ARRIVAL DATE

9501147 VESSEL CODE/NAME REQUIRED

Note 1 to QP 20 states that the port code must be ‘9999’. This is incorrect. If ‘9999’ is supplied the following error occurs:

9501014 INVALID UNLADING DIST/PORT

The port code here must be a valid port code in which the FIRMS is located.

A work request has been prepared to relax the edits on country code, and estimated date of arrival when the FTZ or warehouse flag has been set in the QP10. Also there will be no requirement to supply the Lloyds code in any QP transaction.

An amendment to the CATAIR inbond chapter eliminating the Lloyds code requirement and the sentence from note 1 for QP 20 is also being prepared.
