Title:Improved ISF Transaction Sets

In an ongoing effort to improve the processing of Importer Security Filing (ISF) transactions, CBP has modified the CATAIR, CAMIR, and X-12 309 stand-alone transaction sets to more clearly explain in detail what the requirements are and how data is to be transmitted. These documents have been updated on CBP.gov:

While these changes are primarily focused on clarifying explanations within the documentation to assist the trade with providing more accurate information, there are a few minor changes that will not significantly alter the current processing of ISFs. The fields relating to bond information in the SF10 records in the CATAIR and CAMIR version have been changed from (M)andatory to (C)onditional. These include the Bond Holder, Bond Activity Code, and Bond Type fields. A note in this section explains that the bonding requirements only need to be provided in (A)dd or (R)eplace transactions. In the case of a (D)elete transaction, these fields must be space filled. The edits are currently accepting input in these fields even when the data is not submitted according to the requirements and/or the transaction sets.

The unified CATAIR versions, including Entry Summary, Cargo Release, and Foreign Trade Zone, with ISF will be modified at a future date. Similarly, the CAMIR and X-12 309 unified Manifest with ISF versions will also be modified at a future date. As these become available, CBP will continue to notify the trade via CSMS messages.

As a REMINDER, please review input data for accuracy before submitting to CBP in order to prevent your transaction from being rejected. CBP is continuing to include more validations of the data being submitted. These changes may result in your transaction being rejected after similar transactions have been accepted. Ensuring that proper and correct data is transmitted to CBP will help prevent rejections from occurring.
