On October 15, 2009, CSMS #09-000325 was issued to notify the trade community about changes to ISF transaction sets that were posted the Pending Transaction Sets page:

This message serves as a reminder that these changes will become effective this Saturday, November 14, 2009. Additional changes, as follows, will also become effective with this release:
1. CBP has also decided to allow for the transmission of passport data for carnet and diplomatic shipments, as well as the current use for personal effects/household goods shipments. Programming will allow the use of a passport when the Shipment Type Code equals 03, 05, or 06.
2. CBP has added the ability for the filer to submit user-defined data in the SF20 record using a new qualifier 'CR'. This functionality allows the user to provide a reference number for tracking purposes. The SF20 record including the qualifier 'CR' will be returned in the SN and SA messages when submitted to CBP in the original SF input message.
3. The ANSI X-12 309 Importer Security Filing document has expanded many of the descriptions to more clearly explain the requirements for ISF.
This message further serves as a reminder that submitting invalid and/or incomplete bond data will result in ISF transactions being rejected by CBP. Providing correct information or leaving the bond fields blank will NOT result in rejections. Please, ensure that your transactions are submitted properly.
