This message supersedes CSMS “98-001160 RLF/EIP 9804.00 Entries” for guidelines on filing personal effects and household goods via EIP/RLF.
This guidance has been issued to clarify the requirements of filing personal effects and household goods via EIP/RLF.
Approved EIP/RLF participants, as defined in 19 CFR 143.43, shall transmit their electronic invoice (EDIFACT or AII) data, when required, under the following guidelines:
The filer shall provide the commercial description of the goods in the electronic invoice. At a minimum the invoice description shall consist of the complete inventory shown on the packing list provided by the entity that packed the goods for export to the U.S. “Personal Effects” or “Household Goods” are not sufficient commercial descriptions. Additional space is available in the “Commercial Description” field (C35 Record) to provide a complete list.
The quantity shall be provided, at a minimum, in boxes, crates, or pieces.
Vehicle information shall include make name, model name, and vehicle identification number (VIN#), which should be provided in the “Commercial Description” field.
Please note that some states require the importer of a personally owned vehicle to present a correctly annotated CBP form 7501 with a CBP officer signature in order to register their vehicles in the U.S. CBP strongly recommends that the importer verify with their local DMV for vehicle registration requirements.
No firearms or restricted merchandise will be allowed to be filed with personal effects or household goods.
Information regarding the owner of the goods shall be provided in the “Related Document Identifier” field (C19 Record) using Document Identifier Code: C36 “Declarant Reference Number” to include the following data elements:
Citizenship
Passport number
Date of birth
Visa number and type
To comply with record keeping requirements under 19 CFR 163 the filer shall maintain the complete inventory list and copies of passport(s) and visa(s).
A CBP officer may request from the filer the actual paper documents in order to complete an examination or process an entry.
