Title:GUIDANCE – Remote Location Filing (RLF) Final Rule and Grace Period

This message provides further information and guidance regarding the RLF final rule, published in the Federal Register on December 30, 2009. Federal Register Notice (74 FR 69015) announced a U.S. Customs and Border Protection (CBP) final rule implementing remote location filing regulations and removing regulations for the PAIRED entry program [19 CFR 141.63(c)]. Due to limitations in the RLF program, CBP is allowing a one-year grace period for the PAIRED entry program, from January 29, 2010 through January 28, 2011.

This delay will provide a transitional period for trade members to develop alternative business processes to replace the PAIRED entry program. This period will also allow CBP to enhance the RLF program to provide for additional entry types and documents required by participating government agencies (PGAs). As changes are made to the RLF program, CBP will disseminate this information to the field and trade.
