Title:EIP/RLF INVOICE BY REQUEST ALLOWED ON TRUCK SHIPMENTS

The purpose of this guidance is to announce that the Invoice-by-Request (INVREQ) feature may be transmitted automatically for all truck shipments.

In November 2003, it was determined that the use of the INVREQ feature was not compatible with truck operations. As a result, Electronic Invoice Program/Remote Location Filing (EIP/RLF) filers were instructed to cease using the INVREQ feature for truck shipments and transmit the electronic invoice using the Automated Invoice Interface (AII) or Electronic Data Interchange for Administration, Commerce and Transport (EDIFACT). The electronic truck manifest (“e-manifest”) has now made it possible for U.S. Customs and Border Protection (CBP) to receive the necessary cargo information in advance without the transmission of an electronic invoice.

This message immediately rescinds Cargo Systems Messaging Service (CSMS) 03-002699, which required the transmission of electronic invoices. This guidance does not preclude the electronic transmission of invoices to CBP under other circumstances, where required. As a reminder, any invoices for any entry and entry summary filed via EIP or RLF must be electronic using the AII or EDIFACT format.
