The Andean Trade Preference Act (ATPA) and Andean Trade Promotion and Drug Eradication Act (ATPDEA) will expire on February 12, 2011, although there is currently Congressional discussion to extend these programs. If the programs expire, importers will be required to pay the normal trade relations (column 1) for ATPA- and ATPDEA-eligible goods entered after February 12, 2011. Claims with the special program indicators J and J+ will not be accepted for entry summaries with a duty computation date of February 13, 2011 or later.

Questions regarding this guidance should be directed to Katrina Chang, Chief, Trade Agreements Branch at FTA@dhs.gov or Christina Alvez, Trade Agreements Branch at (202) 863-6408. Entry summary questions should be directed to Laurie Dempsey, Chief, Entry Summary, and Drawback Branch at (202) 863-6509.
