Title:ACE Ocean/Rail Manifest Federal Register Notice Published Today

CBP published today, a Federal Register Notice (see 77 FR 19030), announcing that after a six month transition period, effective September 29, 2012, ACE will be the only CBP-approved EDI for transmitting required advance information for ocean and rail cargo to CBP. When this transition takes place, you will no longer be able transmit or receive data via ACS/AMS.

Programming changes to comply with the modified record formats must be made in order to continue filing manifests electronically pursuant to the Trade Act of 2002. As a reminder, this deployment impacts not only MVOCCs but also NVOCCs, terminal operators, port authorities and other entities who receive secondary party notifications. The ACE certification testing environment is now available for trade software testing. Please contact your Client Representative to begin testing (See CSMS #12-000085, dated 3/16, 2012 for additional background information).

In addition, certain ABI applications will be transitioned to ACE as part of the ACE M1 Ocean and Rail Deployment. When this transition takes place, you will no longer be able transmit or receive data for the ABI capabilities shown below using ACS. Backward compatibility will not be supported in the ACS system. Programming changes to comply with the modified record formats must be made so these capabilities will be compatible with ACE. The ABI applications impacted are:

- ABI In-Bond transactions for ocean, rail, and truck using ABI Application Identifiers QP/WP

- Status Notifications using ABI Application Identifier NS

- Broker Download information using ABI Application Identifier BD
