The existing Rail 350 4040 ANSI-X12 Implementation Guide includes the X420 segment value of Y or N to identify when a hold is being re-sent. In the ACE M1 implementation starting in December 2011 no value was provided in that segment so the change from AMS was not obvious to the trade. As a result, this weekend CBP implemented new functionality to resend existing holds when an SNP was added to the BOL. An "N" is used as the default value and a "Y" is used when a HOLD disposition code in data element X407 is re-sent as a result of a change in Port of Discharge or Vessel Name.
