PLEASE READ THIS MESSAGE IN ITS' ENTIRETY.

On September 29, 2012 the ABI applications list below will be decommissioned in ACS. These applications will ONLY be available in ACE. As a result programming changes to comply with the modified record formats MUST be made so these capabilities will be compatible with ACE.

The ABI applications impacted are:

- ABI In-Bond transactions for ocean, rail, and truck using ABI Application Identifiers QP/WP

- Status Notifications using ABI Application Identifier NS

- Broker Download information using ABI Application Identifier BD

Please refer to CSMS Message 12-000082 for more information including a spreadsheet of the detailed changes for the above applications.

In addition, the Batch & Block control records for the applications listed above include some differences from the ACE Batch & Block control records used for ACE Entry Summary and related functionality. Those differences are listed below and can also be found in the revised ACE ABI CATAIR Batch & Block Control chapter on the CBP website.

1. ACE ABI requires the app id in the inbound A-record, positions 26-27 – ACE eManifest: Rail and Sea does not – but allows it.

2. ACE ABI allows user data text in the A-record positions 60-80 and returns it to the trade in the response – ACE eManifest: Rail and Sea only returns positions 70-80.

3. ACE ABI does not require (but allows) the inbound record count in the Y-record – ACE eManifest: Rail and Sea requires the correct count.

4. ACE ABI does not require the user's password in the Z-record but allows it – ACE eManifest: Rail and Sea requires it to match with the A-record.

5. The outbound messages for ACE eManifest: Rail and Sea (BD, NS, QT, and WT) do not include the app id in the A-record.

6. The user's password is returned in the A- and Z-records for ACE eManifest: Rail and Sea applications QT and WT.
