There have been questions regarding the receipt by ABI participants of “Conditional Release” language sent out in release messages for entries filed in ACS. The confusion may have been due to paperless release requests not being granted as a result of ongoing CBP efforts in modernizing our automated systems to enhance trade processing as part of ACE modernization. The root cause of these additional “ENTRY DOCUMENTS REQUIRED” messages has been identified and fixed.

These messages are generated when specific conditions are encountered during entry processing. The format of these messages are found in the Cargo Release Chapter of the CATAIR, pages CRL-43 and CRL-44, Record Identifier R5 (Output).

When the entry is processed in ACS within the variable release window, an assessment is performed to determine if the entry is eligible for paperless release or if entry documents will be required to CBP at the port of entry. This decision will be reflected in the Record Identifier R5 output message by one of the two codes below:

05 “PAPERLESS ENTRY”

06 “ENTRY DOCUMENTS REQUIRED”

If the “Entry Documents Required” value is received, an entry package may need to be provided to CBP to gain release. An exception to this requirement is when the entry is for land border truck mode of transportation. In this mode, no paperless entries are generated but ACE processes the entry automatically when the conveyance arrives. For Ocean, Rail and Air shipments, when the documents are provided at the port of entry and processed by CBP, the entry will be either conditionally released or designated for intensive examination. This output message will contain one of three code values as listed below:

01 “COND RELEASE GEN EXAM”

02 “COND RELEASE SPEC DOCUMENT REVIEW”

03 “PENDING INTENSIVE EXAM”

The first two codes are conditional release messages and the third requires that the entry be made available to CBP for examination. In addition to these code values, additional values including release date or release date updated may be included in additional lines in this output record.
