PGA Manifest Hold functionality is being added to the Cargo Release Entry System to accommodate ACE eManifest: Sea and Rail.
The programming for this functionality will be deployed on September 29, 2012.
The ACS CATAIR Cargo Release Chapter includes the fields for disposition date, time, code, and narrative in the R7 record. These fields will be used to transmit PGA Manifest Hold information using the Disposition Codes found in Appendix U of the CATAIR.
The ACS CATAIR Cargo Manifest Status Query chapter has been modified to include the R7 output record to send the new PGA Manifest Hold status message(s) when appropriate for an entry.

Appendix U - Disposition Codes and Narrative Messages - PGA Manifest Hold Status Messages is located on the CBP website at:

Currently there are no PGAs using this functionality so you should not expect to see the Appendix U codes used immediately.
CBP will be notifying the trade via CSMS when PGAs are brought on board and begin using this functionality.
