Revisions associated with the submission of an ACE PGA Message Set have been posted to CBP.gov at the urls shown below.
The ACE ABI CATAIR Partner Government Agencies chapter includes the following changes:
- Incorporated document called “PGA Message Set Relationship Guideline” into this chapter
- Added Table of Contents and Table of Changes
- Changed reference from Appendix Q (Government Agency Codes) to Appendix V Government Agency Codes for ACE
- Added ‘Government Agency Processing Code’ in the PG01
The ACE ABI CATAIR Entry Summary Create/Update chapter includes the following changes:
- PGA Grouping Record Structure Map now has added information concerning Partner Government Agency data reporting.
- Entry Summary Filing – Usage Note (dd) now has added information concerning Partner Government Agency Reporting
- Entry Summary Response Transaction - Returned Entry Summary Reference Data - added 32 new ‘PG’ E0-Record Reference Data Type Codes
- Entry Summary Condition/Disposition Response (Output E1-Record) - Added new Severity Code in the Output E1-Record: “P” = PGA Warning and revised Note 2.
- Entry Summary Response – Usage Note (b) - ) Added description of new Severity Code “P”
Appendix G has been updated to incorporate new entry summary validations (reason codes) for Partner Government Agency validations
A document entitled “Agency Tariff Code to Agency Program Cross Reference” has been added.
One document was added pertaining to the transmission of data for USDA/Food Safety and Inspection Service.
The ACE ABI CATAIR Appendix PGA was added and includes the following changes:
- Added a table of Changes
- Updated the EPA Agency Program Codes
Appendix R for ACE has been added.
Appendix V, Government Agency Codes for ACE has been added
Two new documents have been added pertaining to the transmission of data for two Environmental Protection Agency (EPA) programs – Ozone Depleting Substances and Vehicles & Engines.

PLEASE NOTE: There is an error in the document “Agency Tariff to Agency Program Code Cross Reference”. Currently the Tariff Code for “Field specific data is required” is shown as “EP8”. The correct code for “Fuels specific data is required” is “EP7”. The corrected document will be posted to CBP.gov asap.
The referenced documentation is associated with the upcoming October 5, 2013 deployment. Another message will be sent notifying you when the certification environment is available for trade members to begin testing. This is expected to be ready near the beginning of September.
NOTE: Guidelines for participation in the PGA pilots will be included in a future publication of a Federal Register Notice (FRN).
