**Corrected the state code for Pembina, ND which was originally shown as
SD under CSMS # 14-000369.**
USDA Animal Plant Health Inspection Service (APHIS) and the US Customs and Border
Protection (CBP) will conduct a pilot test of the Document Image System (DIS) to upload required shipment documentation for products entering the United States under specified Harmonized Tariff Schedule (HTS) Codes (see attachment). During the test, interested Automated Commercial Environment (ACE) participants may volunteer to participate by submitting USDA APHIS required documentation (according to the specified HTS codes) at the ports of Pembina, ND and Sweetgrass, MT. The DIS test will begin 15 days beyond the publication of this bulletin (July 10, 2014).
The APHIS documents that may be uploaded via DIS include:
• Foreign Government Sanitary Certificate (Veterinary Health Certificate)
• Permit accompanied by Health Certificate
• Permit accompanied by Producer/Manufacturer's Statement (STAT)
• Documentary evidence of the country from which the product originates (e.g., a bill of lading, certificate of origin, invoice, label, document on official letterhead prepared by the manufacturer, seller, or shipper or health certificate)
• Documentary evidence of ingredients contained within the product (e.g., ingredient list, letterhead statement from the manufacturer, invoice, packing list
The documentation required is contingent on the ingredients and country of export of the product to be imported.

Participation in the test is limited to importers or brokers who are ACE entry summary filers as well as software providers merely transmitting electronically data received for transmission to CBP. Interested participants should contact their client representative for additional information pertaining to participation in this test. Interested parties without an assigned client representative should inquire with Lori Kwiatkowski at lori.kwiatkowski@dhs.gov.

Finally, original documents must also accompany each shipment upon arrival at the port of arrival.
