Title: ACE PSC Reject Clarification

When a Post Summary Correction (PSC) transaction is submitted to ACE, there are several validations performed in ACE to ensure that the existing entry summary is in the correct status to be replaced by a PSC. One of the validations checks to determine if the entry summary has been paid and an actual collection has been taken for the entry summary.

A small number of ACE entry summary Post Summary Correction (PSC) transactions are being reviewed for this validation and rejected incorrectly for “PSC NOT ALLOWED – ES NOT YET PAID”.

The reject condition above may occur even though the summary has been paid if the PSC is transmitted at the same time that the CBP collections processes are executing in the ACS system. If ACE attempts to check for an actual collection while the collections process is under way, the collections files are “locked” and ACE does not receive the correct collection status.

PLEASE do NOT submit PSC ACE entry summary transactions daily from midnight to 6 AM (EST). If, however, you receive this reject for a PSC entry summary transaction, you may submit the transaction once again to ACE ensuring that it is after 6 AM (EST).

This validation process will be improved so that no transmission time restrictions exist when the collections process is deployed in ACE – later next year.
