USDA's Food Safety and Inspection Service (FSIS) is providing a letter to importers and brokers of meat, poultry and egg products with more information on a final rule in which FSIS:

• announced a revised FSIS form 9540-1, Application for Import Inspection, to be used no later than March 18, 2015;
• eliminated the requirement for a paper copy of the FSIS Form 9540-1 for brokers participating in the FSIS Partner Government Agency (PGA) message set;
• clarified that the Application for Import Inspection must be submitted to FSIS at the designated official import inspection establishment no later than when entry is filed with U.S. Customs and Border Protection (CBP), and that brokers using the FSIS PGA message set will automatically meet the prior notification requirement; and
• changed the specific product information that assists FSIS in designating re-inspection assignments and enforcement strategies for shipments that fail to present (FTP) to FSIS for re-inspection.

FSIS encourages brokers and importers to work closely together in meeting FSIS import requirements. The final rule was published on September 19, 2014, and was effective on November 18, 2014. The PHIS Import Component, launched on May 29, 2012, is interfaced with CBP's Automated Commercial Environment (ACE), which electronically transfers CBP entry data into PHIS. This single, centralized, access point provides an electronic alternative to the paper-based import inspection application.
