The purpose of this message is to remind Customs Brokers and importers that as of February 17, 2015, importers are required to submit Mexican export licenses as a condition of entry for consumption entries of imports of sugar from Mexico.

Any entries of Mexican sugar that are released without the submission of the export license are subject to redelivery. Failure to redeliver shipments at the request of U.S. Customs and Border Protection (CBP) will result in the imposition of liquidated damages.

Guidance regarding the requirement for export licenses for imports of sugar from Mexico was previously published in CSMS 15-000065. This message provides instructions on how to submit a copy of the export license to CBP via email to the Document Imaging System (DIS) and how to report the license number and the associated license type code when filing entry/entry summary data.

For more information, see the December 29, 2014 Federal Register notice on the Agreement Suspending the Countervailing Duty Investigation on Sugar from Mexico; and the December 30, 2014 U.S. Department of Commerce instructions to U.S. Customs and Border Protection (CBP) in message #4364303. This message is available in the AD/CVD module in ACE and in ADDCVD Search on cbp.gov.
