FTZ Admission (e-214) filing rules affected by enhancements to CBP Manifest systems

With the enhancements made to CBP Manifest systems, including the introduction of ACE Air Manifest, the ACS e-214 transaction, electronic submission of the Application for Foreign Trade Zone Admission, has some new business validations concerning the proper reporting of manifest information [for bills of lading].

PLEASE NOTE:
ACE Air Manifest is being deployed to the Production environment this weekend, on June 7, 2015. As of that time it is imperative that the following two rules be followed for successful processing and posting of the e-124.

Mode Rail: Rail bills of lading must be Consisted (i.e. be listed on an on file Consist) in the CBP system. A rail bill of lading that is only on file as a Preliminary Bill is not sufficient to be considered Consisted.

Mode Air: Air waybills must be on file in the CBP system.

As always, submitting accurate manifest information for Air waybills is crucial to the proper processing and posting of the e-214 transaction.

NEW ERROR MESSAGE. NEW NF RECORD IN FTZ CATAIR CHAPTER:
On Wednesday, June 3, 2015, CBP deployed enhanced code to the Certification environment to support these validations when processing an e-214 transaction. A separate CSMS message will follow which details the enhancements and will have two updated CATAIR documents attached.
