UPDATE
Last night, 6/18/2015 at approximately 24:00 ET, Trade users experienced duplicate notifications and slow ACE Air manifest processing. Currently CBP has worked through the outbound backlog.
Currently, Trade may be experiencing a backlog on their end due to the high volume of notifications (due to the duplicate notification issues).
CBP plans to have emergency fixes deployed today 6/19/2015 to prevent generating duplicate notifications in the future. Lastly, the trade may experience some delay in the processing of FDMs and this delay will also be corrected with the emergency deployment later today.
