PGAD-8870 SYSTEM BUG - System is generating inaccurate PGA notifications to NHTSA - Fix a NHTSA rule that caused a VIN Error and a Reject, and also when NHT_1_018 (Box 8 - Vehicle / Equipment) is triggered, it should cause both a Bucket 1 warning and a Bucket 2 PGA notification.
