Title:ACE Transition for PGA Requirements Mandatory in July, 2016

Effective February 28, 2016, all cargo release and entry summary transactions must be filed in ACE. At this time, FDA, NHTSA (DOT), and APHIS Lacey Act will also be mandatory in ACE via the PGA message set.

Additional PGA's will also be required to be filed in ACE in July, 2016 via the PGA message set. Until that time, filers have the following options to file those PGA documents when required for cargo release processing.

1. For filers accepted into the PGA's pilot, the filer may submit the documents electronically via the PGA message set.

2. Filers may submit the documents to the Document Image System (DIS).
a. Through EDI transaction through approved software.
b. Through email to the DIS email address.

3. If PGA message set and DIS are unavailable, the paper document may be submitted to the port office for review.
a. A cover letter should be provided that includes the entry number, a point of contact, and phone number.

Filers may now begin submitting all cargo release transactions including these PGA requirements to ACE for CBP to review. The first point of contact should be the local port for any questions related to the release of merchandise.

Should these instructions change prior to the mandatory date in July, 2016, CBP will issue another CSMS message with additional information.
