As we approach the July quota deployment, the quota team encourages Trade participants to begin filing quota entry types in CBP's CERTIFICATION environment. This will be your opportunity to test the new quota functionality in ACE alongside your internal processes and/or procedures.
Key quota functionality:
**CBP's Quota processing within ACE will be conducted entirely from the electronic data transmitted. In other words, once it is in effect this July, paper submissions of support documentation will no longer be required by CBP when the quota entry/entry summary is filed via ACE.**
1. Electronic presentation of quotas via Entry summary.
2. System validations will check C/O and HTS combinations at time of electronic submission.
3. Presentation date will now be derived from the ACE system.
4. Based on presentation date and quota fill status, the system will Prorate/Apportion quota amounts.
5. Trade will electronically receive messages on the status of their quotas.
6. ACE system will allocate and track quota limits.
The quota team has already been working with a handful of filers and now we are seeking additional testers to ensure we have a seamless transition. If you are setup to file ACE Summaries and Entries in CERTIFICATION, you can begin filing quota entry types in CERTIFICATION today!! Please note that the validations in CERTIFICATION will be the same as in PRODUCTION. Your transmissions of test data to CERTIFICATION must be during an open quota period, and not from a banned country, etc.
If you are not setup in CERTIFICATION, please coordinate with your Client Reps.
For those interested in participating in our Sugar opening moment scenarios, please reach out to your Client Rep as soon as possible. The testing of opening moment processing needs to be closely coordinated and we will be in contact with those interested to provide specific dates and times on when opening moment will begin and provide you with test data.
Again, July is right around the corner, and we encourage all Trade participants to test in CERTIFICATION.
