Title:EPA Nonroad Vehicles and Engine Pilot is Now Closed to New Importers

The EPA PGA Message Set pilot test for nonroad vehicles and engines, announced in Federal Register Notice (FRN) (78 FR 75931, published December 13, 2013) and participant limitations further defined in a subsequent FRN (81 FR 13399, published March 14, 2016), is now closed to new importers.

As explained in the subsequent March Notice, consistent with the Paperwork Reduction Act (PRA), this pilot was limited to 9 importers. EPA appreciates all the interest and efforts made by Trade and continues to encourage those who are not in the pilot to test filing nonroad vehicle and engine import documents in the Customs and Border Protection's certification environment in order to be ready for when the PRA limitations are lifted.

An unlimited number of importers and filers can file in the other EPA pilots for Ozone Depleting Substances, Toxic Substances (TSCA) and Onroad Vehicles and Engines. If you import any of these commodities you may want to consider participating in these pilots to gain greater experience with filing under ACE/ITDS. The EPA Pesticides pilot also is limited to 9 or fewer importers and is approaching full participation.
