On April 5, 2016 Harmonized System Update (HSU) 1602 was created. Although most of the modifications made included updates to Participating Government Agency flags, additional changes were
involved. On 12/24/15, Presidential Proclamation 9383, To Take Certain Actions Under the African Growth
and Opportunity Act and for Other Purposes, was published in the Federal Register, Vol. 80,

Modifications to the Quantitative Limitations on the Importation of Certain Sugars, Syrups and Molasses
were also incorporated in this update, and they were effective 01/01/16. The details of these changes,
including the new HTS numbers created, can be found within Annex I of this Proclamation.
