Title:PGAs in Export

As a result of the President's Executive Order (13658) Streamlining the Export /Import Process for America's Businesses the Appendix X (Schedule B Codes for PGAs) for commodity filing has been posted for the seven additional Partner Government Agencies (PGAs). The seven additional PGAs are the Bureau of Alcohol, Tobacco Firearms and Explosives (ATF), the Agriculture Marketing Service (AMS), the Drug Enforcement Administration (DEA), the U.S. Fish and Wildlife Service (FWS), the U.S. Environmental Protection Agency (EPA), the National Marine Fisheries Service (NMFS) and the Alcohol and Tobacco Tax and Trade Bureau (TTB). The Appendix X document for the additional PGAs join the Appendix Q for the PGA Record Formats, Appendix A for the Commodity Filing Response Messages (disposition codes for the PGAs) and updates to the AESTIR and 601 for the Participating Government Agency Detail (Input PGA Record). All PGAs record changes for export have been posted at this this time at https://www.cbp.gov/trade/aes.

The Automated Export System (AES) was an example of single window and was built to support commodity filings under CBP and Census policy and regulation. The Director of Defense Trade Controls (DDTC), the Bureau of Industry and Security (BIS) and the Office of Foreign Assets Control (OFAC) licenses were added to AES over the years. In order to not disrupt the format of the commodity message sets for these agencies there has been no change and they are not impacted by the additional PGAs for exports. There are two license record formats that we added language to describe the format as we will start to validate these license numbers in the near future. The DDTC license type for Foreign Military Sales (FMS) S94 has had the format defined in Appendix F for License and License Exemption Type Codes and Reporting Guidelines. The OFAC license type T10 has had its format defined as well in Appendix F.

There currently is no timeline set on these six additional PGAs pilots but EPA has a limited ongoing pilot for used lead acid batteries. All changes have been deployed to the certification region for EDI, AES Direct Bulk Upload, AES Direct Web Link, AES Direct VPN and AES Direct sFTP for the trade to test. The AES Direct Portal screen changes has not been deployed at this time.
