CBP is aware that USDA's Agricultural Marketing Service (AMS) published a Final Rule in the Federal Register removing the cotton fee de minimis effective July 15, 2016.
ACE is already programmed to accept summary lines without the cotton fee de minimus.
During the implementation of the final rule, CBP and AMS determined that the published effective date could not be met by programming in the legacy system ACS. With this updated information, AMS is in the process of extending the effective date to July 25, 2016. In the interest of transparency, CBP is notifying the trade that the Cotton Fee de minimis will continue to remain a validation in the legacy ACS programming.
