As a reminder, on January 14, 2017, U.S. Customs and Border Protection (CBP) will deploy DRAWBACK, DUTY DEFERRAL, RECONCILIATION, LIQUIDATION, COLLECTIONS and STATEMENTS in the Automated Commercial Environment (ACE). With this transition, transactions supporting these capabilities must be filed in ACE and will no longer be accepted in the Automated Commercial System (ACS).

In addition, beginning January 14, 2017, FDA STANDALONE PRIOR NOTICE submissions will no longer be accepted in ACS. Digital requests must be submitted through ACE or handled through FDA's website at: http://www.fda.gov/Food/GuidanceRegulation/ImportsExports/Importing/ucm2006836.htm.

ABI filing of IMPORTER SECURITY FILING (ISF) transactions will NOT be transitioned to ACE as part of the January 14, 2017 deployment, as previously scheduled. CBP will issue further notification on the ISF deployment date in the near future.

The full Automated Surety Interface (ASI) will not be deployed on January 14 as previously scheduled. An interim solution developed with the sureties will be in place until ASI is deployed in full at a later date.

Cutover Timeframe:
CBP will begin the migration of legacy data to ACE on Friday, January 13, 2017 at 5pm EST, at which point filers will no longer be able to add or replace Reconciliation, Drawback or Duty Deferral transactions in ACS. Submissions for these transactions sent to ACS after 5pm EST will be rejected and the following error code(s) will be issued:

APPLICATION NOT AVAILABLE
TRANSACTION DATA REJECTED

CBP encourages filers to transmit all available transactions prior to 5pm EST on Friday, January 13, in advance of the cutover. If updates are required to Reconciliation, Drawback or Duty Deferral transactions filed in ACS prior to the cutover, filers will need to work with the Ports/Centers of Excellence and Expertise as appropriate.

With respect to the cutover timeframe specific to statements, CBP will disseminate an update to CSMS 16-000806 (issued September 12, 2016) the week of January 9, 2017.

CBP will have an extended ACE outage period for this deployment beginning Saturday, January 14, 2017 at 10pm EST, and targeted to conclude on Sunday, January 15, 2017 at 8am EST. This outage window will affect all ACE applications, including Manifest and Cargo Release. CBP will issue a CSMS to confirm the conclusion of the outage window.

As a reminder, the operating status of ACE application servers is available by way of the ACE Availability Dashboard at https://acedashboard.cbp.dhs.gov/.

As with every outage window, ACE may take some time to process transactions that are queued prior to and during the outage. CBP will be monitoring incoming transactions and will address any issues encountered.

For support following the January 14, 2017 deployment, the trade community should contact their assigned ABI Client Representative for technical issues. Immediately following the January 14, 2017 deployment, Client Representatives will have additional resources available to assist with issues that may arise related to the new post-release capabilities in ACE.
