The State Department Office of Marine Conservation (OMC) has posted the OMC Implementation Guide V2.0 to cbp.gov at the link below.

The OMC Implementation Guide has been posted with the below clarifying statement:
This is to advise the trade community that participation in the Office of Marine Conservation (OMC) pilot is strictly voluntary. At this time, there are no mandatory requirements to submit the OMC PGA message set or DIS images of the OMC form. Any mandatory requirements for electronic data submissions will depend on future rule-making and will be announced via publication in the Federal Register. Brokers or self-filers choosing to volunteer as participants in the OMC pilot may submit the OMC PGA message set for shrimp from certified countries, or DIS image(s) along with the OMC PGA message set where a foreign signature is required on the DS-2031 form for uncertified countries. This in no way affects the requirement that all imports of shrimp or products of shrimp to the United States must be accompanied by a fully-completed DS-2031 Shrimp Exporter's/Importer's Declaration.

NOTE: The last version of the OMC Implementation Guide posted on cbp.gov was V1.4, dated May 6, 2016. Since that time OMC, CBP and the OMC Trade Working Group made internal updates to V1.4 that were not finalized or posted to cbp.gov. Please refer to the Change Log in the IG for those changes that led to V2.0. dated March 2, 2017.

The OMC IG is currently available in CERT and PROD for trade testing.
