The United States Department of Agricultural (USDA) has extended the 2017 Raw Sugar Tariff Rate Quota (TRQ) and use of the 2017 Certificate of Quota Eligibility (CQE) until October 31, 2017.
This extension will cause an overlap with the 2018 Raw Sugar TRQ that begins on October 1, 2017. To ensure accurate reporting, and segregation of the 2017 and 2018 Raw Sugar TRQs, a unique 9903 Harmonized Tariff Schedule Number (HTS) will be combined with the existing raw sugar HTS for the 2017 Raw Sugar TRQ only.
On October 2, 2017 to report entries for the 2017 Raw Sugar TRQ, the filer must transmit HTS number 9903.17.33 combined with HTS numbers 1701.13.1000 or 1701.14.1000.
The extension period ends October 31, 2017 and the 9903 HTS number will no longer be valid and may not be used.
The 2018 Raw Sugar entries will be handled via the normal procedure and will continue to be processed until the quota limits are exhausted or the period expires.
