Title:Quota processing when primary HTS code is not subject to quota

CBP is aware of two limitations within automatic quota processing when quota and trade remedy conditions overlap.

Manual input by HQ Quota will be needed to trigger quota processing when:

* a quota entry summary line has three or more Harmonized Tariff Schedule (HTS) codes (e.g., if the line is properly classified with two chapter 99 HTS codes (a section 301 HTS and a quota HTS) and the commodity HTS).

* the primary HTS code is not subject to quota but the secondary HTS is subject to quota (e.g., if the line is properly classified with two HTS codes: a section 301 HTS and a non-trade remedy quota HTS).

Until a programming fix can be implemented, when the ACE summary has been successfully transmitted with either of the scenarios described above, please email your entry details to HQQUOTA@cbp.dhs.gov and your assigned Client Representative for assistance.

When a fix to the programming has been made and manual input is no longer needed for this specific scenario, a follow up CSMS will be issued.
