Title:CBMA File Naming Conventions for Protests and Non-ABI (Paper) Entries

BACKGROUND

Effective January 1, 2018, the Craft Beverage Modernization and Tax Reform Act of 2017 (CBMA) (as contained in Pub. L. No. 115-97) amended the Internal Revenue Code with respect to the tax treatment of certain alcoholic beverages. The provisions of the CBMA are effective during calendar years 2018 and 2019.

When submitting documents in support of a CBMA claim to the Protest Module or the CBMA mailbox (cbma@cbp.dhs.gov) for protests or non-ABI (paper) entries, filers/importers should adhere to the same file naming conventions established for Document Image System (DIS) document submissions. The most up to date file naming conventions are outlined in Cargo Systems Messaging Service (CSMS) #19-000172 for 2019 CBMA Procedures and Requirements: Implementing CBMA, issued on April 2, 2019. Note: For multi-entry CBMA Spreadsheets pertaining to protests or non-ABI paper) entries, the entry number included in the file name should be the entry number on the CBMA Spreadsheet with the earliest date of import.

This file naming convention guidance is effective as of the publishing of this message. Documents submitted to the Protest Module or the CBMA mailbox prior to the publishing of this message do not require correction and replacement. Any documents submitted to the Protest Module or the CBMA mailbox after publication of this message, whether new or corrected, should follow the file naming conventions outlined above.
