PARTIES SUCH AS IMPORTER TRADE ASSOCIATIONS AND BROKER
ASSOCIATIONS
ON MAY 30, 1992, THE PRESIDENT SIGNED PRESIDENTIAL
EXECUTIVE ORDER NO. 12808 BLOCKING ALL PROPERTY AND INTERESTS IN
PROPERTY OF THE GOVERNMENT OF THE FEDERAL REPUBLIC OF YUGOSLAVIA
(SERBIA AND MONTENEGRO) THAT ARE IN THE UNITED STATES OR THAT
HEREAFTER COME WITHIN THE UNITED STATES OR WITHIN THE POSSESSION
OR CONTROL OF U.S. PERSONS.
THE TREASURY DEPARTMENT'S OFFICE OF FOREIGN ASSETS CONTROL
(OFAC) HAS REQUESTED THAT, EXCEPT AS NOTED BELOW, EFFECTIVE
IMMEDIATELY, ALL IMPORTS ORIGINATING IN THE FEDERAL REPUBLIC OF
YUGOSLAVIA (SERBIA AND MONTENEGRO) AND ALL EXPORTS TO THE
FEDERAL REPUBLIC OF YUGOSLAVIA (SERBIA AND MONTENEGRO) BE
DETAINED AS PROPERTY IN WHICH THERE IS REASON TO BELIEVE THE
FEDERAL REPUBLIC OF YUGOSLAVIA (SERBIA AND MONTENEGRO) HAS AN
INTEREST. THIS ACTION IS WARRANTED IN VIEW OF THE BELIEF THAT
THE ECONOMY OF THE FEDERAL REPUBLIC OF YUGOSLAVIA IS LARGELY
STATE-CONTROLLED.
IT IS ANTICIPATED THAT THE MAY 30 EXECUTIVE ORDER WILL BE
FOLLOWED BY A SECOND EXECUTIVE ORDER IMPOSING A FULL TRADE
EMBARGO ON YUGOSLAVIA. FURTHER INSTRUCTIONS WILL FOLLOW THE
ISSUANCE OF SUCH AN ORDER.
ACTIONS:
1. DETENTION OF EXPORTS TO YUGOSALVIA (ONLY SERBIA AND
MONTENEGRO)
EFFECTIVE IMMEDIATELY, EXCEPT AS NOTED, ALL EXPORTS TO
YUGOSLAVIA (ONLY SERBIA AND MONTENEGRO) ARE TO BE
DETAINED BY CUSTOMS AS BLOCKED PROPERTY UNDER EXECUTIVE
ORDER 12808. PERSONAL AND HOUSEHOLD EFFECTS, GIFTS TO
PERSONS, OR OTHER EXPORTATIONS OF A NON-COMMERCIAL
NATURE, AS WELL AS MAIL, SHOULD NOT BE DETAINED.
2. DETENTION OF IMPORTS FROM YUGOSLAVIA (ONLY SERBIA
AND MONTENEGRO)
EFFECTIVELY IMMEDIATELY, EXCEPT AS NOTED, ALL IMPORTS
ORIGINATING IN YUGOSLAVIA (ONLY SERBIA AND MONTENEGRO)
ARE TO BE DETAINED AS BLOCKED PROPERTY UNDER
EXECUTIVE ORDER NO. 12808. PERSONAL AND HOUSEHOLD
EFFECTS, GIFTS FROM PERSONS, OR OTHER IMPORTATIONS OF A
NON-COMMERCIAL NATURE, AND MAIL SHOULD NOT BE DETAINED.
3. IMPORT/EXPORT LICENSING DETERMINATION
AFTER DETENTION OF AN IMPORTATION FROM YUGOSLAVIA (ONLY
SERBIA AND MONTENEGRO), CUSTOMS FIELD OFFICES SHOULD
IMMEDIATELY CONTACT OFAC (202-622-2500) AS TO WHETHER THE
GOODS SHOULD BE BLOCKED (I.E., FOR A SPECIFIC
LICENSING DETERMINATION).
AFTER DETENTION OF AN EXPORTATION TO YUGOSLAVIA (ONLY
SERBIA AND MONTENEGRO), CUSTOMS FIELD OFFICES SHOULD CALL
THE EXODUS COMMAND CENTER, CUSTOMS HQ., AT FTS 566-9464
(COMMERCIAL NO.: (202) 566-9464) AS TO WHETHER THE GOODS
SHOULD BE BLOCKED (I.E., FOR A SPECIFIC LICENSING
DETERMINATION THAT CUSTOMS HQ. WILL SEEK FROM OFAC).
4. INQUIRIES ABOUT THIS ISSUANCE
- IMPORT QUESTIONS BY CUSTOMS OFFICERS CONCERNING THIS
ISSUANCE SHOULD BE DIRECTED TO CUSTOMS HQ., OFFICE OF

OR OFFICE OF INSPECTION AND CONTROL AT FTS 566-5354.
