BACKGROUND:
YOU WERE NOTIFIED IN EMAIL NOTICE 3314071, DATED NOVEMBER
19, 1992, OF THE U.S.'S INTENTION TO INCREASE DUTIES ON RAPESEED,
WHEAT GLUTEN AND CERTAIN WINES FROM THE EUROPEAN COMMUNITY (EC),
EFFECTIVE DECEMBER 5, 1992. ALTHOUGH THE U.S. AND THE EC
ANNOUNCED THAT THEY HAD RESOLVED THEIR DISPUTE, THE DIRECTOR FOR
EC AFFAIRS AT THE OFFICE OF THE UNITED STATES TRADE
REPRESENTATIVE (USTR) INDICATES THAT THE NOVEMBER 5 ANNOUNCEMENT
WILL NOT BE RESCINDED UNTIL AN AGREEMENT IS SIGNED, WHICH HAS NOT
YET OCCURRED. UNTIL CUSTOMS IS INSTRUCTED THAT THE RETALIATORY
DUTIES HAVE BEEN RESCINDED, WE MUST PROCEED TO IMPLEMENT THEM.
ACTION:
1. EFFECTIVE DECEMBER 5, 1992, 200 PERCENT DUTIES WILL BE
COLLECTED ON RAPESEED, WHEAT GLUTEN AND CERTAIN WINES FROM
THE EC, AS DESCRIBED IN FEDERAL REGISTER NOTICE 53801, DATED
NOVEMBER 12, 1992, AND CUSTOMS EMAIL MESSAGE 3314071, DATED
NOVEMBER 19, 1992.
