THE MAJOR FOCUS OF THE MOD ACT WAS TO LEGITIMIZE MANY
CURRENT PRACTICES AND TO PROVIDE A FRAMEWORK FOR LONG-TERM
REDESIGN OF BOTH OPERATIONAL AND AUTOMATED SYSTEMS. COPIES OF
HOUSE BILL 3450, THE HOUSE REPORT LANGUAGE AND AN 11-PAGE SUMMARY
WERE SENT TO ALL REGIONAL AND DISTRICT OFFICES ON DECEMBER 9,
1993.
FEW PROVISIONS HAVE AN IMMEDIATE EFFECT. AMONG THESE ARE
CHANGES IN DRAWBACK AND PENALTIES. MESSAGES CONCERNING THESE
IMMEDIATE CHANGES IN DRAWBACK AND PENALTIES HAVE BEEN POSTED ON
THE EMAIL MODACT BULLETIN BOARD, THE CUSTOMS ELECTRONIC BULLETIN
BOARD, SENT TO MOD ACT COORDINATORS, AND SENT AS ADMINISTRATIVE
MESSAGES TO ABI BROKERS. AS OTHER SHORT-TERM CHANGES ARE
