Title:ALTERING THE WAY IN-BOND DATA IS STORED IN ACS

CUSTOMS HAS BEGUN WORK ON A PROJECT THAT WILL CHANGE TO THE WAY
IN-BOND NUMBERS ARE STORED IN THE ACS CARGO SELECTIVITY MODULE.
THIS CHANGE WILL FACILITATE PROPER POSTING OF CARGO RELEASE DATA
TO THE REDESIGNED IN-BOND MODULE AND WILL ENHANCE POSTING TO THE
AIR AMS MODULE.

THE CHANGE PRIMARILY AFFECTS INTERNAL ACS STRUCTURE AND
PROCESSING, BUT SOME MINOR CHANGES TO ABI DATA TRANSFER AND
EDITING ARE NECESSARY. THE FOLLOWING IS A LIST OF ABI
APPLICATIONS THAT WILL BE AFFECTED AND A DESCRIPTION OF THE
CHANGES TO EACH APPLICATION.

SUMMARY DATA SUBMITTED USING APPLICATION EI IF THE DATA IS
CERTIFIED FOR CARGO RELEASE PURPOSES.

APPLICATION EI - ENTRY SUMMARY
------------------------------

TWO EDITS WILL BE ADDED TO APPLICATION EI

1.) A MASTER BILL NUMBER MUST BE INCLUDED WITH ALL ENTRY
SUMMARIES CONTAINING AN IN-BOND NUMBER REGARDLESS OF THE
MODE OF TRANSPORTATION (MOT) FOR THE ENTRY. CURRENTLY,
INCLUSION OF A MASTER BILL NUMBER IS MANDATORY FOR AIR (MOT
40 & 41) AND VESSEL (MOT 10 & 11) SHIPMENTS ONLY.

WITHIN AN ENTRY SUMMARY TRANSACTION, THE IN-BOND AND MASTER
BILL NUMBERS ARE TRANSMITTED IN THE 22 RECORD. IF ANY 22
RECORD CONTAINS A VALID IN-BOND NUMBER IN POSITIONS 3-14,
BUT DOES NOT CONTAIN A MASTER BILL NUMBER IN POSITIONS 15-
26, THAT ENTRY SUMMARY TRANSACTION WILL BE REJECTED AND AN
APPROPRIATE ERROR MESSAGE WILL BE RETURNED.

2.) IF AN ENTRY SUMMARY CONTAINS A PAPERLESS MASTER IN-BOND
NUMBER (PMIB), THE FILER CODE OF THE PMIB, REPRESENTED BY
THE FIRST THREE CHARACTERS OF THE NUMBER (THE FIRST
CHARACTER IS ALWAYS A 'V'), MUST MATCH ONE OF THE VALID PMIB
FILER CODES ON FILE IN ACS. IF THE FILER CODE OF THE PMIB
DOES NOT MATCH ONE OF THE VALID CODES IN ACS, THE ENTRY
SUMMARY TRANSACTION WILL BE REJECTED AND AN APPROPRIATE
ERROR MESSAGE WILL BE RETURNED.

**** NOTE **** WHEN THESE CHANGES ARE IMPLEMENTED, EDIT NO. 1
DESCRIBED ABOVE WILL NOT INCLUDE ALL THREE POSSIBLE IN-BOND
NUMBER FORMATS. AIR WAYBILL NUMBERS USED AS IN-BOND NUMBERS AND
PMIB NUMBERS WILL BE SUBJECT TO THE EDIT IMMEDIATELY, BUT
CONVENTIONAL CUSTOMS ASSIGNED 9 DIGIT NUMBERS WILL NOT. THE 9
DIGIT IN-BOND NUMBER FORMAT WILL BE INCLUDED AT A LATER DATE. IT
IS ESTIMATED THAT THIS SHOULD OCCUR 9-12 MONTHS AFTER
IMPLEMENTATION.

APPLICATION HI - CARGO RELEASE
------------------------------

THE TWO NEW EDITS DESCRIBED IN THE APPLICATION EI SECTION ABOVE
WILL ALSO BE ADDED TO APPLICATION HI, WITH THE OBVIOUS EXCEPTION
THAT IN-BOND NUMBERS AND MASTER BILL NUMBERS ARE TRANSMITTED IN
THE HA RECORD, POSITIONS 3-14 AND 15-26 RESPECTIVELY.

THE CONDITIONAL NOTE TO EDIT NO. 1 IN THE APPLICATION EI SECTION
WILL ALSO APPLY TO APPLICATION HI.

APPLICATION RR - CARGO RELEASE PROCESSING RESULTS
-------------------------------------------------

APPLICATION RR WILL BE MODIFIED SO THAT MASTER BILL NUMBERS AND
IN-BOND NUMBERS TRANSMITTED TOGETHER IN CARGO RELEASE DATA WILL
BE RETURNED TOGETHER IN CARGO RELEASE PROCESSING RESULTS
TRANSACTIONS. WHENEVER ABI CARGO RELEASE DATA CONTAINS BOTH A
MASTER BILL NUMBER AND AN IN-BOND NUMBER IN A SINGLE 22 OR HA
RECORD, THE CARGO RELEASE PROCESSING RESULTS FOR THAT ENTRY WILL
CONTAIN BOTH NUMBERS IN THE SAME R4 RECORD.

CURRENTLY, A SINGLE CARGO RELEASE PROCESSING RESULTS R4 RECORD
NEVER CONTAINS BOTH AN IN-BOND NUMBER AND A MASTER BILL NUMBER.
IF CARGO RELEASE DATA CONTAINS BOTH A MASTER BILL NUMBER AND A
CONVENTIONAL 9-DIGIT IN-BOND NUMBER, OR CONTAINS A MASTER BILL
NUMBER AND AN AIR WAYBILL NUMBER USED AS AN IN-BOND NUMBER, THE
CARGO RELEASE PROCESSING RESULTS R4 RECORD CONTAINS ONLY THE IN-
BOND NUMBER. THE MASTER BILL NUMBER IS EXCLUDED. CONVERSELY, IF
THE CARGO RELEASE DATA CONTAINS BOTH A MASTER BILL NUMBER AND A
PMIB NUMBER, THE CARGO RELEASE PROCESSING RESULTS R4 RECORD
CONTAINS ONLY THE MASTER BILL NUMBER. THE PMIB NUMBER IS
EXCLUDED.

NOTE THAT ALL REFERENCES IN THIS SECTION TO THE MASTER BILL
NUMBER IMPLY INCLUSION OF HOUSE AND SUBHOUSE BILL NUMBERS THAT
WERE ALSO PROVIDED IN THE CARGO RELEASE DATA.

APPLICATION IS - CARGO RELEASE PROCESSING RESULTS QUERY

THE SAME CHANGE TO THE R4 RECORD DESCRIBED IN THE APPLICATION RR
SECTION WILL ALSO APPLY TO THE R4 RECORD RETURNED IN APPLICATION
IS TRANSACTIONS.

APPLICATION LN - BILL OF LADING UPDATE
--------------------------------------

A CONDITIONAL ALPHA/NUMERIC FIELD TITLED 'IN-BOND NUMBER' WILL BE
ADDED TO THE L3 RECORD IN POSITIONS 4-15. THESE POSITIONS ARE
CURRENTLY DEFINED AS SPACE FILL. POSITION 3 WILL REMAIN DEFINED
AS SPACE FILL.

THE ONLY IN-BOND NUMBER FORMAT ACCEPTABLE IN THIS NEW FIELD WILL
BE A PMIB NUMBER. IF THE NUMBER CONTAINED IN THE IN-BOND NUMBER
FIELD IS A VALID CONVENTIONAL 9 DIGIT IN-BOND NUMBER OR A VALID
11 DIGIT AIR WAYBILL NUMBER USED AS AN IN-BOND NUMBER, THE
TRANSACTION WILL BE REJECTED AND AN APPROPRIATE ERROR MESSAGE
WILL BE RETURNED.

THE REQUIREMENTS FOR PROPER FORMATTING OF PMIB NUMBERS CAN BE
FOUND ON PAGES CRL-HA-03 AND ENS-22-03 OF THE CUSTOMS AND TRADE
AUTOMATED INTERFACE REQUIREMENTS DOCUMENT (CATAIR). IF THE
NUMBER CONTAINED IN THE IN-BOND NUMBER FIELD DOES NOT CONFORM TO
ANY OF THESE REQUIREMENTS, THE TRANSACTION WILL BE REJECTED AND
AN APPROPRIATE ERROR MESSAGE WILL BE RETURNED.

IN ADDITION TO THE CURRENT REQUIREMENTS FOR FORMATTING PMIB
NUMBERS, ONE NEW EDIT WILL BE INCLUDED. THE FILER CODE OF THE
PMIB, REPRESENTED BY THE FIRST THREE CHARACTERS OF THE NUMBER
(THE FIRST CHARACTER IS ALWAYS A 'V'), MUST MATCH ONE OF THE
VALID PMIB FILER CODES ON FILE IN ACS. IF THE FILER CODE OF THE
PMIB DOES NOT MATCH ONE OF THE VALID CODES IN ACS, THE
TRANSACTION WILL BE REJECTED AND AN APPROPRIATE ERROR MESSAGE
WILL BE RETURNED.

IF MULTIPLE L3 RECORDS ARE TRANSMITTED FOR A SINGLE ENTRY, AND
ANY ONE CONTAINS A VALID PMIB NUMBER, ALL L3 RECORDS MUST CONTAIN
VALID PMIB NUMBERS. IF ONE L3 RECORD CONTAINS A PMIB AND ANOTHER
DOES NOT, THE TRANSACTION WILL BE REJECTED AND AN APPROPRIATE
ERROR MESSAGE WILL BE RETURNED.

WHENEVER A BILL OF LADING UPDATE TRANSACTION IS REJECTED, L3
RECORDS CONTAINED IN THE APPLICATION LS OUTPUT TRANSACTION WILL
INCLUDE IN-BOND NUMBERS REPEATED EXACTLY AS RECEIVED IN THE
APPLICATION LN INPUT TRANSACTION.

APPLICATION PS - BILL OF LADING PROCESSING RESULTS
--------------------------------------------------

A CONDITIONAL ALPHA/NUMERIC FIELD TITLED 'IN-BOND NUMBER' WILL BE
ADDED TO THE P3 RECORD IN POSITIONS 3-14. THESE POSITIONS ARE
CURRENTLY DEFINED AS SPACE FILL.

BILL OF LADING PROCESSING RESULTS WILL BE RETURNED FOR ENTRIES
CONTAINING PMIB NUMBERS ONLY IF ALL OF THE IN-BOND NUMBERS
ASSOCIATED WITH THE ENTRY ARE PMIB NUMBERS. IF AN ENTRY
CONTAINING PMIB NUMBERS ALSO CONTAINS IN-BOND NUMBERS OF ANOTHER
FORMAT, BILL OF LADING PROCESSING RESULTS WILL NOT BE RETURNED
FOR THAT ENTRY. THIS IS NO CHANGE FROM CURRENT PROCESSING. WHAT
WILL CHANGE IS THAT IF BILL OF LADING PROCESSING RESULTS ARE
RETURNED FOR AN ENTRY AND THE ENTRY CONTAINS PMIB NUMBERS, THE
PMIB NUMBERS WILL BE RETURNED IN THE NEW IN-BOND NUMBER FIELD OF
THE P3 RECORD. THEY CURRENTLY ARE NOT.

THE CHANGES DESCRIBED IN ALL OF THE SECTIONS ABOVE WILL BE
IMPLEMENTED TOGETHER. IMPLEMENTATION WILL NOT OCCUR EARLIER THAN
90 DAYS FROM THE DATE OF THIS NOTICE, BUT IS EXPECTED TO OCCUR
SOON THEREAFTER. YOU WILL BE NOTIFIED VIA ADMINISTRATIVE MESSAGE
WHEN AN EXACT DATE IS KNOWN. IF YOU HAVE ANY QUESTIONS PLEASE
