CHANGES ARE BEING MADE TO THE ABI HN BORDER CARGO RELEASE APPLICATION
WHICH WILL INCLUDE A RECORD FOR BILL OF LADING INFORMATION.

THE SCHEDULED DATE FOR THESE CHANGES TO BE MOVED TO ACS PRODUCTION IS
APPROXIMATELY OCTOBER 1, 1994. ALTHOUGH THESE CHANGES WILL BE AVAILABLE
IN ACS PRODUCTION AT THAT TIME, YOU WILL BE ENTITLED TO THE 90 DAY NOTICE
PERIOD. TRANSMISSION OF THE MANIFEST INFORMATION IN THE HN APPLICATION
IS NOT MANDATORY. YOU WILL BE NOTIFIED OF THE SPECIFIC DATE BEFORE THESE
CHANGES ARE MOVED INTO ACS PRODUCTION.

PURPOSE: TO ESTABLISH A MANIFEST RECORD FOR THE HN BORDER CARGO RELEASE
APPLICATION.

A RECORD WILL BE ADDED TO THE HN APPLICATION SO THAT BROKERS MAY
CONTINUE TO USE THIS TRANSACTION FOR DIRECT ARRIVAL ROAD AND RAIL FREIGHT
AS WELL AS PROVIDE MANIFEST INFORMATION IF APPROPRIATE FOR THE ENTRY.
THE NEW RECORD IDENTIFIER WILL BE 0M (ZERO M) AND SHOULD BE REPORTED
FOLLOWING THE 01 RECORD. IT WILL BE A CONDITIONAL BORDER CARGO RELEASE
RECORD. IF THE CARRIER CODE IS PROVIDED IN THE 01 RECORD
THEN THE 0M (ZERO M) RECORD IS REQUIRED OR THE TRANSACTION
WILL BE REJECTED. IF THE 0M (ZERO M) RECORD IS PROVIDED AND THE
CARRIER CODE IS NOT INCLUDED IN THE 01 RECORD THE TRANSACTION WILL ALSO
BE REJECTED.

AS PREVIOUSLY MENTIONED, TRANSMISSION OF THE MANIFEST INFORMATION IN THE
HN APPLICATION IS NOT MANDATORY. FOR SOME FILERS TRANSMITTING THIS
INFORMATION WILL BE ADVANTAGEOUS, SPECIFICALLY THOSE WHO ARE USING THE
ELECTRONIC MANIFEST INTERFACE IN BUFFALO. CUSTOMS WILL ONLY ACCEPT THE
FOUR POSITION CARRIER CODE AND ISSUER OF MASTER BILL FORMAT INITIALLY.
FILERS WHO CHOOSE TO MODIFY THEIR SOFTWARE AT THIS TIME WILL BE REQUIRED
TO CHANGE THE EDITING PROCESS TO ACCEPT TWO, THREE, AND FOUR POSITION
FORMATS TO ACCOMMODATE THE AUTOMATED RAIL MANIFEST SYSTEM WHICH IS
SCHEDULED FOR IMPLEMENTATION AROUND APRIL 1995.

BORDER LOCATIONS WILL BE ACCOMPLISHED AT A LATER DATE.

ALL EDITS THAT CURRENTLY APPLY FOR THE HN APPLICATION WHICH DESIGNATE A
DIRECT ARRIVAL BORDER ENTRY WILL REMAIN IN EFFECT.

** AS MENTIONED EARLIER IF ANYTHING OTHER THAN A FOUR POSITION CARRIER
AND ISSUER OF MASTER BILL CODE ARE REPORTED AT THIS TIME IN THE BORDER
CARGO RELEASE APPLICATION THE DATA WILL BE REJECTED.

** EVENTUALLY THE SYSTEM WILL BE MODIFIED TO ACCEPT TWO, THREE, AND
FOUR POSITION CARRIER AND ISSUER OF MASTER BILL CODES FOR RAIL CARRIERS.
