NOTICE TO ALL FILERS

WE HAVE BEEN EXPERIENCING INTERMITTENT DIFFICULTIES WITH RESPONSE
TIMES DURING CERTAIN PERIODS OF TIME PRIMARILY ON MONDAY AND
TUESDAY AFTERNOONS. RESPONSE TIMES DURING OTHER PERIODS OF TIME
HAVE BEEN ACCEPTABLE. WE ARE TAKING EVERY EFFORT TO REDUCE THE
IMPACT ON FILERS AND HAVE DONE EXTENSIVE EQUIPMENT AND SOFTWARE
REVIEWS TO MAXIMIZE SYSTEM PERFORMANCE AND WILL CONTINUE TO DO SO.

THESE EFFORTS SHOULD GIVE SOME RELIEF DURING PEAK PERIODS. LONGER
TERM RELIEF WILL COME WITH A PROCESSOR UPGRADE AS SOON AS POSSIBLE
AFTER THE START OF THE FISCAL YEAR. A FISCAL YEAR 95 BUDGET
INITIATIVE FOR ACS IS INCLUDED IN BOTH THE HOUSE AND SENATE
APPROPRIATIONS BILLS. THE APPROPRIATIONS CONFERENCE HAS NOT
OCCURRED SO WE DO NOT KNOW THE EXACT FUNDING LEVEL BUT SINCE IT IS
IN BOTH BILLS THERE IS EVERY REASON TO BELIEVE THAT FUNDING WILL
BE PROVIDED.

IN THE SHORT TERM YOU CAN HELP BY LIMITING HIGH VOLUME QUERIES TO
OFF HOURS AND BY TRANSMITTING CRITICAL JOBS EARLY IN THE DAY AND
REFRAINING FROM AUTOMATICALLY RETRANSMITTING JOBS.

WE APPRECIATE YOUR PATIENCE AND UNDERSTANDING AND WE APPRECIATE
THE IMPACT THAT A DEGRADED RESPONSE TIME HAS ON YOUR BUSINESS.
CUSTOMS IS COMMITTED TO PROVIDING THE BEST POSSIBLE SERVICE AND
BELIEVE THAT WE HAVE A TRACK RECORD WHICH PROVES THAT. THE CURRENT
PROBLEM HAS OUR FULL ATTENTION AND WILL REMAIN A TOP PRIORITY UNTIL
PROCESSING TIMES ARE STABLE.
